Whatever, some of you might find this observation interesting and keep it in mind while farming for weapons and gear the next time. Maybe it's just a DLC thing, negligible for other parts of the game, or RNG, or something entirely different. So in conclusion, without confirmation and extended further testing at different places in the game, this small sample size does nothing to actually proof my claim. However, as already mentioned above, the higher badass spawn rate in TVHM likely increases the overall amount of world-drop legendaries which could potentially compensate for lower drop rates of single enemies. With world-drops however, the gap is considerably bigger, so it seems possible that TVHM negatively affects them. The difference is noticeable with dedicated drops, sure, but could probably be traced back to RNG due to a rather small sample size. It is therefore not unreasonable to think that TVHM in B元 is not only pretty much obsolete from a gameplay point of view, but also messes with your legendary drop rates. It's much more apparent though when it comes to world-drop legendaries from Minosaur (20% in TVHM and 36% in NVHM).
